Health Department The
Health department, an executive unit of the provincial government, is
responsible to provide health services and deals with all matters related to
regulating the health sector in the light of federal and provincial health
policies and programs’ guidelines. After
the promulgation of District Government Ordinance, the primary level health
services and the District Headquarter hospital are now district
governments’ domains. The provincial set-up provides technical assistance,
policy cover, and implementation of some preventive programs only.
Therefore, statistics on health facilities and human resources may be seen
keeping this observation. Mission Statement

Preventive Services (This is now the functional domain of the District

Provincial Health Policy: to propose, and implement the approved
provincial health policy (first policy draft is complete: to be submitted to
the Provincial Cabinet for consideration.) b.
Health Management System: the entire health management system, its
efficiency and effectiveness. c.
Planning: Macro and Micro level Health Planning and programming at
all levels. d.
Co-ordination:Inter-departmental(with education/agriculture/livestock
/others); Intra-departmental (with the federal government, and
international agencies - for health activities and Foreign Assisted Projects
(FAPs). e.
Operations Research: Commissioning operations research to explore
multifarious areas and utilization of results for improvement of the health
delivery, planning, management, and human resource systems. This has been a
weak area, now it is being improved and made effective. III.
Human Resource Development for Health sector a.
Production of, and Identifying Requirements for: i.
Teaching consultants, and other specialists ii.
Public health specialists iii.
General duty doctors iv.
Dental surgeons v.
Nurses, lady health visitors, medical technicians vi.
Other paramedical staffs like lab technicians and x-ray technicians etc. b.
In-service Training for Health staff: For all categories of health staff. c.
Quality and Regulatory Affairs of Formal Training: Regulating standards in
accordance with the criteria laid down by the respective national bodies
like Pakistan Medical & Dental Council, Pakistan Nursing Council, etc. IV.
Regulatory Functions. a.
Developing and Strengthening Regulatory Framework to standardize
Health Care services: Initiating laws and regulations, for instance,
Balochistan Hospital Authority Ordinance. b.
Enforcing Regulations -
Drug Act: To regulate sale, quality and related affairs of medicines -
Quarantine for disease control -
Food and Water: Regulation of standards -
