Population Welfare Department The Population Welfare Program was introduced in 1966 from Quetta and Pishin districts under the supervision and control of Deputy Commissioners. In 1976, 10 years later, the Program's activities were expanded to two more districts; Sibi and Khuzdar under the overall supervision of Provincial Family Planning Board that performed under Health Department, Government of Balochistan with Headquarters at Quetta. In 1977, the Program was federalized and all activities of the program remained suspended till 1981. From 1981 to 1983 the Program was re-organized. In 1983, the field activities were transferred to Provincial Government and Provincial Population Welfare department was created under the administrative control of Planning and Development (P&D) department, Government of Balochistan. In 1984, the Population Welfare department was separated from P&D department and declared as an independent department. The program's activities were further extended to 7 more districts. In 1986, the Program covered 13 Program Districts against 17 administrative districts. In 1999, 5 new Program Districts were established and the number of the Program Districts increased from 17 to 22. In 2003-2004, the milestone reached with the establishment of the Program in all administrative districts. Organization Chart

Functions 1) Register households and eligible couples of the Union Council population on prescribed format. 2) Set up a volunteer committee of men of the area, consisting of satisfied clients, community based distributors, school teachers, postmen etc., to serve as contact points and assist in arranging meetings at fixed places, such as Hujra/Kutchery/Baithak in the area. 3) Provide information and education on family planning, and inform the community about the provision of services and locations of the service network of the population welfare programme, line departments, private sector including general practitioners, hakeems (apothecary), and homeopaths, etc. 4) Popularize the small family norm in the Union Council, paying specific attention to newly wed couples and low parity families, identified through baseline. 5) Counsel/motivate males for all family planning methods with emphasis on condoms and vasectomy services. 6) Raise awareness amongst males regarding women and children’s health, and provide guidance on reproductive health issues including HIV/AIDS, STDs/RTIs and Infertility. 7) Prepare Work Plan on prescribed format. 8) Encourage inter-spousal communication. 9) Refer cases to appropriate service outlets. 10) Keep close coordination with school teachers for dissemination of small family norm messages. Coordinate with public officials of other departments also such as Agriculture who hold extension camps for farmers. 11) Keep close coordination with health outlets i.e. RHC, BHU etc. operating in the Union Council. 12) Liaison with local service providers operating in the area for availability of contraceptives. 13) Receive stock of contraceptives (condoms, oral pills) from the district office and deposit sale proceeds accordingly. 14) Coordinate with Family Welfare Centres and other service delivery outlets of the programme and assist FWCs & MSUs in holding camps. 15) Maintain and submit monthly progress report on prescribed format to TPWO.
