QUETTA: The Rs 152 billion annual Balochistan Budget for fiscal year 2010-11 was presented by Finance Minister Mir Asim Kurd Gailo in a session of the Balochistan Assembly on Monday. Delivering the budget speech, he said the largest budget on account of it size in history of Balochistan for financial year 2010-11 with total estimates of more than Rs. 150 billion. The details are as under: The size of proposed financial budget for year 2010-11 is 152.100 billion. The current expenditure estimates are 83.440 billion while capital expenditure estimates are 41.810 billion. The development budget estimates are about 26.000 billion which includes 4.000 billion of foreign project assistance.
Similarly, the total estimates of receipts are 144.910 billion which includes 115.520 billion of Revenue Receipts and 29.390 billion of capital receipts.
The federal receipts estimates are 111.390 billion. The details are as under:
1. Rs. 83 billion on account of share of federal divisible pool.
2. Rs. 16.400 billion on account of straight transfers.
3. Rs.12 billion grant on account of NFC Award 2009 and Aghaz-e-Haqooq-e-Balochistan. While revenue to be received from provincial resources are 4.130 billion. The details are as under:
Rs.1.23 billion Revenue Receipts.
Rs.2.90 billion non-revenue Receipts.
In such case the budget deficit for the year 2010-11 is Rs.7.10 billion which will be bridged through provincial resources.
He elaborated the details of the budget as below:
1. Equitable distribution of National Wealth through NFC Award 2009 NFC Award 2009 is a historical intervention both for the Federation and the provinces. Through this award the financial problems of the smaller provinces were given due preference and an attempt has been made by the federation to adopt a multi factor formula addressing poverty, inverse population density, revenue collection beside population. The new formula has enhanced the resources of Balochistan Province from Rs.30 billion to Rs.83 billion. The Federal Government has also agreed to provide arrears of Gas Development Surcharge since 1954 worth Rs.120 and Rs.10 billion respectively under Aghaz-e-Haqoob-e-Balochistan Package and NFC Award 2009. This commitment is indeed an acknowledgement of our deprivationbeside a huge fiscal achievement accredited by the Coalition Government. No doubt the federation has tried to coupe up our financial vacuum laying more responsibilities on our shoulders to efficiently and prudently invest these resources in better public interest.
2. Revival of Levies Force and Maintenance of Law & Order
The revival of Levies Force has always remained a priority for the present government. Indeed this time-tested law enforcement agency was effectively maintaining public order in 95% of the province at an affordable cost. The Force enjoyed the ownership of the people of Balochistan and had the best possible cooperation of the Baloch and Pashtoon tribes in curbing crime rate in the rural areas of the Province. The previous government abolished the force against the wishes of the people of Balochistan besides ignoring the resolution passed by the provincial assembly. We still recall the commitment of Nawab Aslam Raisani just after assuming his responsibilities as Chief Minister to revive the force and feel proud to say that today that we have reverted back to the system of policing in rural areas as per the aspirations of the people of Balochistan.
We are not ignorant of the importance of police rather we are determined to extend all possible political and administrative support to the force for effectively controlling the law and order situation in the urban areas of the province.
The Provincial Government during coming financial year has allocated an amount of approximately Rs. 10 billion to strengthen our law enforcing agencies in their efforts to maintain peace and tranquility in the province. Some other important interventions by the Provincial Government in this regard are:
• Our Provincial Government has decided to raise the basic pay salary of the uniformed personnel of Police, Levies and Balochistan Constabulary by 100%.
• Our Government has regularized approximately 5500 police personnel who were recruited through “Conversion of B into A Area Project.” Similarly approximately 6000 personnel of Balochistan Constabulary have also been regularized who were appointed by the Federal Government in a similar development project.
• Our Government intends to recruit some 1500 personnel in Levies Force to revamp their performance as the same has suffered a lot due to conversion process.
• Keeping in view the genuine requirements of Police, the Government of Balochistan has allocated resources to install 37 Security Cameras in Quetta city to monitor crime particularly the target killings. We are seriously thinking to extend the same in every nook and corner of the city to enhance monitoring capacity of the Police to maintain Law & Order in Quetta City.
The august forum may like to know that besides spending a huge exchequer on our indigenous law enforcing agencies, we are also paying a handsome amount to Frontier Corps for maintenance of peace and order in Quetta city.
3. Revival of Deputy Commissioners in Balochistan
I take this opportunity to inform the house that Government of Balochistan took the lead to wrap up the District Government setup introduced by a dictatorial regime, and revived the office of the Deputy Commissioner in the entire province. Billions of rupees were spent on District Government System which instead of making progress only prompted corruption and left anemic our schools, hospitals and other institutions particularly in the rural areas of the province.
We take pride to declare that Balochistan is the first province which after approval of Local Government act 2010 by the Provincial Assembly restored the administrative powers and financial resources of these district governments to their respective parent departments which know better utilization of these institutions and their resources. I congratulate officials of the Finance Department who after a sheer hard work resumed the older system of budgeting of these devolved institutions by respective Provincial Departments in such a short time.
4. Education
The literacy rate in Balochistan is only 34 % compared to the National Scale of 52 %. The female literacy rate in rural areas of the province is only 10%. It should be alarming for us to know that out of 1,100,000 primary school going children in rural areas of Balochistan, some 700,000 lack access to the school.
It is therefore imperative for our Provincial Government to give priority in allocation of resources for uplift of Education Sector.
Our Government has decided to provide an amount of Rs. one billion to coup up the missing facilities in educational
institutions
to be invested in the following manner:-
• Rs. 200 million has been allocated for purchase of furniture in the schools.
• Rs. 400 million has been allocated for repair and renovation of schools particularly in the rural areas of the province which were badly neglected during the District Government System.
• Similarly a sum of Rs. 200 million has been allocated for repair and renovations of colleges of the province.
He said you might be astonished to know that there are 21 Girls Colleges in the rural areas of the province which lack transport facility for the institution. Our Government has decided to provide every Girls College with this missing basic facility and have allocated nearly 110 million to sustain the expenditure.
The lack of teachers in the rural areas of the province has been a daunting challenge for the Provincial Government. In order to fill this vacuum, the Provincial Government decided to dedicate 5,000 posts provided by the Federal Government under Aghaz-e-Haqooq-e-Balochistan Package to Education Sector. We have also created nearly 2000 fresh positions in Education Department with the commitment to address Single Teacher School dilemma.
Some other interventions for revamping the Education Sector
by the Provincial Government have been tabulated as below:-
• 111 New Primary Schools have been established in the rural areas of the province.
• During Current Year 109 Primary Schools have been upgraded as Middle Schools and 108 Middle Schools as High.
• Our Provincial Government has established 14 new Inter Colleges and has resumed Degree classes in 4 such institutions by upgradation.
• Three Cadet Colleges in Pishin, Killa Saifullah and Jaffarabad have been made functional. The development work with regard to remaining Cadet Colleges in the province is in progress.
• The Provincial Government provided scholarships worth Rs. 70 million to outstanding students securing positions in their respective districts in Secondary and Higher Secondary examinations.
Our Provincial Government is thankful to the Government of Punjab for awarding hundreds of scholarships to the children hailing from various parts of the province to study in better institutions of Punjab Province.
5. Health
Our Provincial Government is facing enormous challenges in Health Sector. Lack of medicines, missing facilities, paucity of resources, ill trained staff and absenteeism have been badly affecting the positive growth in this Sector.
The Infant Mortality Rate in Balochistan is 158 out of 1000 newly born children which are worst in the developing world.
Similarly 4 out of 10 children in the rural areas are underweight due to food insecurities. Indeed a healthy society leads to
a sustainable progress. Keeping this in mind our Provincial Government has decided to intervene and has allocated sufficient resources to coup up the missing facilities :-
In order to ensure provision of medicines to the poor people of the province, the resources have been raised from 290 million to 1,300 million.
Similarly to remove the deficiency of machinery and equipment particularly in the periphery, an amount of Rs. 1,000 million has been allocated during coming financial year.
An amount of Rs. 100 million has been allocated for repair and renovation of health institutions through out the province.
The Provincial Government is paying its bid to minimize the infant mortality rate and other objectives laid down Federally funded MNCH project.
The Provincial Government in the PSDP has launched following development initiatives to promote Health Sector.
8 Civil Dispensaries have been upgraded as Basic Health Units (BHU).
14 BHUs have been upgraded as Rural Health Centers (RHC).
One RHC has been upgraded a District Headquarter Hospital (DHQ).
Two 50 bedded Hospitals each are being constructed by Worker Welfare Board and the Provincial Government.
14 new RHCs and 31 BHUs are being constructed by the Provincial Government in the PSDP.
The Cardiac Unit in the Sandeman Provincial Hospital has been made functional.
The construction on 50 bedded Hospital each at Panjgur, Kalat, Much and Kuchlak is in progress.
A 100 bedded hospital is being constructed in Mastung.
With the assistance of the Omani Grant, a 50 bedded hospital has been approved at Pasni, Gwadar.
Efforts are being made to make functional the Bolan Medical College Campuses at Loralai and Khuzdar.
Attempts are being made to make Leprosy Centers functional in each DHQ.
The PPHI intervention has helped the Provincial Government to bring existing BHUs in a better operational status. In this regard out of 547 BHUs, 472 have the availability of medical doctors. 61 Labor Rooms, 96 Diagnostic Laboratories, 322 electricity connections, 70 Gas connections and provision of safe and clean drinking water in 313 BHUs are the major achievements made by the Project in the Province. The project from its own resources has revamped the buildings of 366 BHUs in the province.
I take again this opportunity to thank the Provincial Government of Punjab Province for keeping a provision of Rs. 1,000 million for construction of a Cardiac Hospital in Quetta. I am confident this hospital will be a precious gift to the ailing people of Balochistan by Punjab province.
6. Agriculture
Agriculture Sector plays a key role in the Provincial GDP. Nearly 70% of the people are directly or indirectly involved to earn their bread and butter through this Sector. Realizing the importance, therefore the Provincial Government has given priority to bring progressive developments in this sector.
During Current Year nearly 200,000 subsidized bulldozer hours have been provided by the Provincial Government to the peasants which has helped in leveling approximately 12,000 hectors of land for cultivation. Similarly for the coming financial year we have dedicated 300,000 subsidized bulldozer hours to make nearly 18,000 hectors of land cultivable.
Indeed the Provincial Government takes this credit to regularize nearly 1345 employees recruited in On Farm Water Management Project financed by the Federal Government with effect from Financial Year 2011-12. We are hopeful that these employees will play a positive role in the uplift of the sector.
7. Livestock
Like Agriculture, the Livestock Sector has a considerable role in overall provincial GDP and livelihoods. Any evelopmental intervention in this sector has again a direct impact on the well being of our poor people living in the rural areas. Currently there are nearly 12 million sheep and 17 million goats. The wide spread grazing fields provide enormous avenues for accelerating this number even further.
Beside development interventions worth Rs. 500 million in this sector, the existing resources were utilized for the following:-
Approximately 7 million animals were given cure and healthcare. Nearly 10 million animals were vaccinated during the current year.
8. Fisheries
Balochistan Province has been gifted with an enormous resource in the form of its coastal belt. Legally the jurisdiction of the Provincial Government to explore the resources lies within 12 nautical miles from the coast. The Provincial Government bears the prime responsibilities for curbing illegal fishing besides providing facilities to the fishermen.
Balochistan coastal belt has engaged nearly 50,000 fishermen for their livelihood with a 1.2 million metric ton fishing catch and creating a R. 9 billion space in the Provincial GDP.
Provincial Government during current financial year has undertaken following intervention: a. An amount of Rs.20 million has been allocated for purchase of Ambulance boats. b. Similarly an amount of Rs.25 million has been allocated for purchase of more patrolling boats to curb illegal fishing in our areas of responsibilities.
We are thankful to Government of Japan for a generous donation of Rs. 800 million as Counter Part Fund for rehabilitation of Pasni Fish Harbor and hope that such assistance will also be extended for social sector development.
9. Communication
The means of communication play a vital role in the socio-economic uplift of the people. Be it the access to a school or exploration of mines and minerals, the availability of infrastructure in the shape of road network is imperative for attainment of overall developmental goals. On this front, approximately Rs. 6,000 million has been invested by the Provincial Government. Our Government takes this privilege to complete construction work on 1000 km roads on average basis per annum.
The Provincial Government aims to further accelerate in bringing all the areas of the Provinces in a loop of road networks. In this regard schemes worth Rs. 22,000 million have been planned to accomplish nearly 500 development projects during coming financial year.
10. Mines and Minerals
Balochistan is bestowed with enormous resources in mines and Minerals Sectors. Indeed the future of province in particular and the state lies in exploration of these assets.
Rekodik Project is the largest Copper-Gold project of the world worth billions of dollars. I must appreciate Nawab Muhammad Aslam Raisani, Chief Minister Balochistan for his foresight and hardwork which made it possible to end delaying tactics of international companies to develop and assuming the responsibilities to explore the opportunities to develop the Project by Federal and Provincial Governments.
The Federal Government has planned to invest Rs. 8,000 million in this Sector by raising a Copper Refinery and Processing Plant in Balochistan which will have a capacity to refine 15,000 metric tons of Copper besides Gold and Silver. We are optimistic that this intervention will generate a considerable economic activity by engage thousands of unemployed youth. This project will take four years for its completion and yielding better prospects for the people of the province.
11. Public Health Engineering
Drinking clean water is a basic human need. Our Coalition Government has given priority to provide clean drinking water for the people living in Rural and Urban areas of Balochistan. In this regard we are thankful to the Federal Government for realizing the basic necessity and for province and invested billions of rupees to provide the facility at the Union Council level. There are nearly 400 Clean Drinking Plants which have been installed out of 575 Union Councils. We are hopeful that during coming financial year the project will be completed.
The august house may like to know that our Provincial Government during current year has completed nearly 110 schemes with a financial implication of Rs. 700 million. We are also grateful to the Prime Minister of Islamic Republic of Pakistan, Chief Minister and Governor Balochistan, who have dedicated nearly Rs. 400 million to complete 60 more schemes in Public Health
Engineering Sector
12. Irrigation
The Irrigation interventions have a major role for uplift of the Province’s economy. During Current Year, for execution of 20 out of 62 development projects in this Sector, an amount of Rs. 1,000 million have been provided mostly by the Federal Government. The total cost of these schemes is estimated to be Rs. 4,000 million and these projects are likely to irrigate 20, 000 hectors of land, yielding better prospects for uplift of Agriculture Sector.
13. Labor and Manpower
The Population in Balochistan province is growing at a fast pace. By 2025, the current population of 7.8 million is anticipated to cross 10 million. This indeed warrants creation of enough opportunities for employment by the provincial government.
In this regard with the assistance of Federal Government, the NAVTEC has made Technical Education Centers functional in 13 Tehsils of the Province with the financial impact of Rs. 160 million. During next year, similar ventures will be undertaken in 8 more Tehsils of the Province.
14. Food
Our Coalition Government has attained the targets for procurement of wheat as per the requirement of the province.
During current year the prices of wheat and sugar experienced a surge in the entire country but in Balochistan due to our prudent strategy and involvement of market prices remained subtle in Balochistan.
I bring the fact in the information of this august house that during current year, the Provincial Food Department purchased 70,000 metric ton from Nasirabad Division and saved Rs. 700 per metric ton usually paid to PASCO as incidental and rental charges.
15. Creation of Women Development Department
Our Government is striving hard for women rights, their safety and welfare. On this account, a separate department in the name of Women Development has been created during the current financial year. The purpose is to bring the women folk at par with male folk at every walk of life. To achieve this purpose several posts have been created in current financial year while an amount of Rs.25 Million has been allocated in the next financial year budget.
A part from this a separate Directorate will be established in the next financial year and more posts have been created to strengthen it.
16. Culture
The existence and sustainability of great nation lies in their enlighted culture. The people of Balochistan take pride in their tradition, civilization, values and culture. We are honored to say that we have transformed the institution of Idara-e-Sakafat, the custodian of our values, into full-fledged Directorate so that it could protect and flourish our cultural values.
The regular Budget of this Directorate has been increased to great extent in order to enlighten the rich cultural legacy of our beloved province irrespective of race and language. This Directorate will exhibit, poetry, cultural and historical fares including special day celebration marking the achievements of the great political and literacy people of Balochistan.
17. Prison Department
Government of Balochistan, in view of deteriorated security situation, has decided to install the Jammers in all prisons of Balochistan. Several posts of Prison Department including Assistant Superintendent Jail and Warden has been up-graded, which will take effect from 1st July, 2010. Hundreds of employee will get benefits from this decision of Government.
Keeping in view the worse situation of the prisons, the Government has placed a handsome amount for its betterment. It includes Rs.500,000 for each Central Jail while Rs.200,000 for rest of each Jails and Rs.50,000 for each Jail Lock-ups.
Unemployment is a very chronic issue and lack of employment opportunities entails many social problems, particularly for unemployed youth. As we have seen that thousands of applications are received against only a few pots which reflect the gravity of issue. This Government has taken firm resolution to provide employment opportunities. For this purpose some 5792 new posts have been created to reduce the unemployment ratio. The Federal and Provincial Government have taken the clear stance on account of Aghaz-e-Haqooq-e-Balochistan to reduce the unemployment and promote the education. In the first phase, Federal Government has announced 5000 posts for which Rs.200 Million have been released to Provincial Government. Majority of these posts have been filled on merit basis as per District quota. This whole process will definitely reduce the unemployment and poverty in the province.
18. Relief for Government Servants
Mr. Speaker
The Government servants play important role to run the provincial administrative machinery, policy making and implementation of Development Schemes. So, it is our priority to solve their financial issues. We are in realization of the fact that the salary of Government Servant is very low compared to high inflation and current wave of dearness. So Government of Balochistan announces following relief for Government servants.
Adhoc Relief Allowance of 50% on basic pay for all Provincial Government employees will be given. This excludes those Provincial employees who have already been given 2 times higher of their basic pay as a monthly allowance OR those uniformed personnel of Police, levies and Balochistan Constabulary whose basic pay has been increased 100%.
Similarly, for grade 1 to 15 the medical allowance has been doubled while for Grade 16 to 22, the medical allowance has been increased to15% of their basic pay.
15% increase in pension for the employee retired after year 2001 and 20% increase in pension for employee retired before 2001 has been made.
Similarly, for Grade 1 to 15 retired employees, an increase of 25% and Grade 16 to 22 retired employees, an increase of 20% medical allowance will be given.
Minimum Monthly Pension limit has been increased from Rs.2000 to Rs.3000 Family pension ratio has been increased from 50% to 75%.
Due to efficient fund management an amount of Rs.110 Million has been saved and spent on the welfare of the Government employee. An amount of Rs. 300 million on account of Group Insurance has been paid to retired and deceased Government employees.
Similarly Rs.120 million has been paid to the families of deceased Government employee as a financial assistance. A part from this, Rs.150 Million has been spent on account of Medical Re-imbursement of Government employees. Similarly, an amount of Rs.300 Million has been provided to the government employee on account of House Building Advance as interest free loan which will be repaid on easy installments. An amount of Rs.600 Million has also been reserved for next financial year.
19. Compensation for Affectees of Terrorism
During current fiscal year, an amount of Rs. 100 Million has been dispensed to the families of affectees of terrorism. Present Government has also increased the compensation amount from Rs.500,000 to Rs.20,00,000 for the martyred Police and other uniformed personnel including levies and personnel of Prisons Department who have been affected due to terrorism.
20. Relief and Rehabilitation of affected people due to Natural Calamities
This Government has never been a step behind to help the calamity ridden people. The Government of Balochistan has given an assistance of Rs.50 Million to the Hunza affected brothers. Similarly an amount of Rs.50 Million has been paid to the affectees of recent coastal hit cyclone i.e pett, particularly the areas of Gwadar and Pasni. A part from this, the Chief Minister Balochistan Mr. Muhammad Aslam Khan Raisani himself visited the affected coastal area and monitored the relief work. He did not let the moral of the people down at this critical juncture and instructed the district administration to carry out the survey and make estimates of losses so that compensation and relief work could be started accordingly.
Our Government has allocated an amount of Rs. 2 billion during next financial year on account of relief and rehabilitation of calamities ridden areas Now, I will present the revised estimated for the financial year 2009-10. For the current financial Year, the aggregate Revenue estimates were Rs.59.050 billion while revised revenue estimates are 69.180 billion.
The Provincial revenue estimates were 3.640 billion, while revise Revenue estimates are 2.450 billion.
It is the matter of great concern for sitting treasury benches and bureaucracy that our revenue losses are reached to 1.2 billion. It is a fact that unless we strive hard to become self-sufficient, the federal or any other institution assistance is useless and in vain.
Similarly the Revenue estimates from the Federal Governments were 55.400 billion while revised estimates are 66.720 billion.
The Budget estimates of current expenditure for the financial year were 76.820 billion while revised estimates are 77.530 billion.
Similarly the initial estimates for Development expenditure were 13.430 billion which includes Rs.3.00 billion of federal grant on account of PRP. Revised estimates are 13.470 billion.
In this auspicious occasion, I want to announce provision
of a facility at door for the members and personnel of Provincial Assemblies and the staff of Civil Secretariat that the Government has decided to open the sub-offices of Accountant General Balochistan comprising one Account Officer and Support Staff both in Provincial Assembly Secretariat and Civil Secretariat in order to scrutinize the bills of employees of these Secretariats and issue cheques accordingly without wasting time.
The Finance Minister said in this auspicious occasion, I want to acknowledge the vision and the leadership qualities of Chief Minister Balochistan, Nawab Muhammad Aslam Khan Raisani, under whose kind direction, we have been succeeded to get Rs.120 billion on account of GDS under NFC Award 2009 and Aghaz-i-Haqooq-e- Balochistan which will now be paid to province of Balochistan in equal installments of Rs.12 billion each year.
We also appreciate his efforts to establish, Balochistan Investment Board (BIB) so that the wise and productive investment could be made in order to bring economic prosperity and stability for our future posterity, he added.
He maintained “Finally, I am once again thankful to Chief Minister Balochistan, Nawab Muhammad Aslam Khan Raisani, Governor Balochistan, Nawab Zulfiqar Ali Magsi, my respectable colleagues and this auspicious Assembly who posed great trust on me which made me able to deliver the provincial financial matters successfully.”
“I am also thankful to Chief Secretary Balochistan, Secretary Finance and all other relevant staff whose unrelenting and hardworking efforts made it possible to prepare this Budget,” he said.
He noted, “It is my privilege to present third Annual Budget of the present Provincial Government before this elected august house.
I am thankful to Honourable Governor Balochistan, Nawab Zulfiqar Ali Magsi, Chief Minister Balochistan Nawab Mohammad Aslam Raisani and my fellow colleagues for their cooperation and support for discharge of my duties.”
As you know Pakistan and particularly people of Balochistan are facing a hard time. No doubt 2009-10 was a year of ordeals and challenges for Government and people of Balochistan. The unfortunate acts of terrorism and target killing of innocent precious human lives besides hampering the economic activity indeed made affairs difficult for us in governance and development arenas, he added.
The Provincial Government under the able political leadership of the Chief Minister Balochistan, Nawab Mohammad Aslam Khan Raisani, however stood to its comments to the people.
We as Coalition Government have proved that despite these challenges one can deliver if the will and dedication is inherent in governance for the betterment of the people. While assuming the responsibilities, we inherited major constraint of a huge liability in the shape of Over Draft which initially decelerated our capability to resolve public issues. We faced the challenge and adopted a suitable strategy by persuading the federal government to assume the liability and emanate sufficient fiscal space to undertake our governance and developmental goals. The Federal Government realizing the problem waived off the liability worth Rs. 17 billion which is a historic intervention, we take pride in, he said.
